CMS and Advocacy, Why It Matters (1.5 Hours)

Elizabeth Lonning is a licensed psychologist practicing in Iowa since 1993.  She received her bachelor’s degree from the University of Iowa, her master’s degree from South Dakota State University, her doctorate in psychology from the University of Northern Colorado and her post-doctoral master’s degree in clinical psychopharmacology from Fairleigh Dickinson University in 2009.  Dr. Lonning came back to Iowa to work at the group practice Psychology Associates and in 1997 started Psychology Health Group with 4 other psychologists where she remains a partner today.

Her interest in RxP began when she was serving in the presidential triad of IPA and attended what is now called the Practice Leadership Conference in Washington D.C.  At the conference she attended, New Mexico passed the first legislation for prescriptive authority.  Dr. Lonning brought that idea back to Iowa and began working on this concept through first a task force then a standing committee since 2004.  You will hear the further steps in this process as part of her presentation.  She was honored in 2016 with the Outstanding Psychologist of the Year presented by Division 31 of APA and was awarded the Karl F. Heiser Presidential award from APA that same year.  In 2017, she was presented the Outstanding State Contribution Award from Division 55 of APA.  She has consulted with several other states on RxP issues, presenting in Ohio in 2017 and at APA in 2018.

Dr. Lonning has been active in IPA since coming back to the state in 1993.  She was part of the initial Public Education Campaign from APA which led to other positions within IPA.  She has held many positions on Executive Council including the presidential triad, IPA Representative, Federal Advocacy (briefly to complete a term), Division I President and most recently APA Representative.  She has also been part of the planning committee for 6 IPA conferences and is pleased to be presenting at this conference rather than seeking presenters!

About This Workshop

This presentation will discuss the relationship between Medicare, Medicaid and private payer policy regarding CPT codes, reimbursement rates and telehealth. Medicare policy impacts not only Medicare but also state Medicaid programs and private payers. Despite this fact, many psychologists are not aware of this relationship and do not actively engage inn advocacy efforts for CMS/Medicare efforts. This directly impacts our state association's ability to influence payment policy across all payers at the state and federal level.


Learning Objectives

Participants will be able to:
  1. Discuss how Medicare policy impacts state Medicaid programs and reimbursement rates.
  2. Describe how Medicare policy impacts private payer decisions including CPT codes and telehealth.
  3. Describe RVU productivity metrics and Medicare.
